Legal Basis
At first we would like to explain the legal basis. The terms teleservices and media services are often used in connection with privacy. Internet offers are either called "teleservices" or "media services". Both terms are mutually exclusive.
Teleservices are all electronic information and communication services that are used for the individual use of data like characters, images or sound that can be combined together and that are transmitted by means of telecommunication like for example telebanking, data exchange, information services (e.g. traffic and weather information), services providing access to the Internet or other networks, services offering access to telegames as well as goods and services offered and listed in electronically accessible data bases with interactive access and the possibility for direct order.
Media services on the other hand include information and communication services intended for the general public like for example teleshopping, distribution of measurements in text and picture, video text and similar text services.
According to the law the online service SaferSurf is a "teleservice". The ordinance says:
